First, we should strengthen the protection of intellectual property rights and support the development of trade in services. We should implement the "opinions on strengthening the protection of intellectual property rights" and its promotion plan to a high standard, and create a good business environment. It is necessary to deeply study the protection of data property rights and other related issues, promote the market-oriented allocation of data elements, boost the digital process of service trade, and develop new formats and models of service trade.
