Recently, the intellectual property development research center of the State Intellectual Property Office issued the assessment report on the development of China's intellectual property in 2019 (hereinafter referred to as the report). The report shows that since the implementation of the national intellectual property strategy, China has made remarkable achievements in the development of intellectual property rights, and the implementation of the strategy has a significant and profound impact on the construction of innovative countries and the establishment of a powerful intellectual property power.

The national intellectual property development index in the report is based on 2010, with a comprehensive and creation, application, protection and environmental development index of 100 in 2010, and the national data from 2010 to 2019 are calculated. The results show that from 2010 to 2019, the comprehensive development index of intellectual property rights in China has gradually increased to 279.2, with remarkable comprehensive development results. From 2010 to 2019, China's intellectual property creation and development index continued to rise. Taking 2013 as the dividing point, the annual growth rate of China's intellectual property rights has increased by 5.4% annually, and then the annual growth rate is 15.0%. After the 18th National Congress of the CPC, the growth rate of innovation index in China has been significantly accelerated, reaching 270.5 in 2019, with an annual growth rate of 11.7%. China's intellectual property creation has developed vigorously. From 2010 to 2019, China's intellectual property utilization index showed a steady growth trend, with an annual growth rate of 9.9%, of which, in 2018, it increased by 28.5% compared with the previous year, and the utilization index in 2019 was 234.0, which was basically the same as that of the previous year, and the application level was steadily improved. China's intellectual property protection index has been on the rise from 2010 to 2019, increasing to 314.8 in 2019, with an annual growth rate of 13.6%, and the protection level has been comprehensively strengthened. Since 2010, China's intellectual property environment index has been continuously improved, with an annual growth rate of 12.9%, and 297.4 in 2019. China's intellectual property environment construction has made significant progress.

From the perspective of regional development, the top six regions in 2019 are Guangdong, Shanghai, Jiangsu, Beijing, Zhejiang and Shandong. The change of the position of the comprehensive development index of intellectual property in China from 2010 to 2019 shows a relatively stable regional distribution. The above areas have maintained the top 6 since 2010, and the ranking only fluctuates in a small range.

From the international comparison, according to the results of this year's international comparison, from 2014 to 2018, China has rapidly jumped from 20th to 8th in 2014, with an average of nearly three positions per year in 40 evaluation sample countries. Accordingly, the IP capability index set under the general index has been upgraded from 9th to 5th, the performance index of intellectual property rights has been increased from 6th to third, and the IP environment index has been upgraded from 31st to 23rd.

In addition, the report also indicates the direction of the development of intellectual property in China in the future. First, we should continue to strengthen the protection and application of intellectual property rights. The index data of the report show that the contribution of intellectual property protection to the comprehensive development index in most regions of China is less than 100% reference line, and the contribution of the application of intellectual property rights in each region to the comprehensive development index is not more than 100%. Each region should take the protection and application of intellectual property as the key point to optimize the regional intellectual property development structure in the future. Second, we should further strengthen the construction of intellectual property system and market environment. In the international comparison, China's environmental index ranked 23rd in 2018, lagging behind the ranking of intellectual property capabilities and performance. In the environmental index, China ranked 26 and 31 in terms of intellectual property system environment and market environment in 2018, and the 11th place relative to cultural environment ranked behind. From 2014 to 2018, the ranking of institutional environment index and market environment also lags behind the cultural environment. Therefore, it is the key content of the development of intellectual property in China to continue to strengthen the construction of intellectual property system and improve the market environment.
