In order to implement the important directive spirit of general secretary Xi Jinping's "14th Five-Year plan", we plan the "14th Five-Year" intellectual property plan systematically, and the State Intellectual Property Office (IPR) held the 2020 national intellectual property planning working conference in Beijing in September 28th. Gan Shaoning, deputy director of the State Intellectual Property Office, attended the meeting and delivered a speech.

Ganshaoning pointed out that this year is the year when the 13th five year plan is closed. The state and local levels have implemented the 13th five year plan on intellectual property rights, which effectively guarantees the smooth progress of intellectual property work and made great progress in the cause of intellectual property rights. Ganshaoning stressed that in order to complete the planning work of "14.5" intellectual property rights for high quality, we should further improve the level of planning preparation, define the planning positioning, establish the awareness of accurate knowledge, scientific response and active change in the process of planning preparation, and formulate major policy measures that are traction for high-quality development. Strengthen the overall guidance of planning and preparation, do a good job of up and down coordination, strengthen the link between ministries and commissions, and achieve a good situation of joint auction resonance by integrating intellectual property planning into the national planning system. In order to further play a leading role in statistics, the State Intellectual Property Office should strengthen statistical monitoring, consolidate the mechanism of accounting and release of added value of patent intensive industries, continue to improve the statistical analysis and feedback mechanism of intellectual property operation situation, and local bureaus should adhere to the quality orientation and highlight the quality and quantity benefits. Through the cooperation of central and local governments, the statistical work in the period of the 14th five year plan is promoted in an orderly manner.

The relevant heads of strategic planning division of the State Intellectual Property Office introduced the overall consideration of the preparation of the "14th five year plan" intellectual property. In view of the implementation effect of the 13th five year plan and the compilation of the "14th five year plan", representatives of Zhejiang, Hunan and other local bureaus made keynote speeches, while representatives of Sichuan, Inner Mongolia, Heilongjiang, Jiangsu and Wuhan made exchange speeches.

Nearly 100 people from all provinces, autonomous regions, municipalities directly under the central government, cities with separate plans, sub provincial cities and intellectual property management departments of Xinjiang production and Construction Corps participated in the meeting by online and offline synchronization.
