Recently, the State Intellectual Property Office (SIPO) and the World Intellectual Property Organization (WIPO) jointly determined the fourth batch of TISC preparation institutions. Two institutions in Jiangsu Province were selected, namely wisdom bud information technology (Suzhou) Co., Ltd. and Jiangsu Baiteng Technology Co., Ltd. So far, there are five TISC organizations in Jiangsu Province.

The technology and Innovation Support Center (TISC) is a project under the framework of the development agenda of the world intellectual property organization. In China, TISC is jointly promoted by the World Intellectual Property Organization and the State Intellectual Property Office. It aims to help Chinese intellectual property and innovation users improve their technical information retrieval ability, grasp industry trends and new technology information more quickly, and promote their innovation ability. According to the implementation measures for the construction of technology and Innovation Support Center (TISC), the preparation period of TISC preparation institutions is generally one year. After the completion of the preparation period, the State Intellectual Property Office will evaluate the preparation situation and grant licenses to the preparation institutions that meet the licensing conditions. In the next step, the Provincial Intellectual Property Office will strengthen the supervision and guidance of the preparatory institutions to ensure the smooth completion of the preparatory work.

In recent years, the Provincial Intellectual Property Office has incorporated TISC institutions into the provincial intellectual property public service system, given policy support in data resources, personnel training, business development, etc., guided TISC institutions to provide basic services such as intellectual property information resources, retrieval, consultation and training for innovation subjects, and actively carried out patent situation research and industrial economic distribution research based on their own characteristics High end services such as research, research on the development of core technology, analysis on the distribution of hot areas, and value-added services such as building characteristic resource database, providing intellectual property financial support, and establishing technology innovation alliance provide strong support for government decision-making and industry development.
